An unknown elderly man living in Kings Landing, he at some point lost his left hand by unknown means. His name was lost during the history of the Dance of Dragons, given the name "The Shepherd" by Grandmaester Munkun.Grieving for the death of Prince Daemon Targaryen, Rhaenyera was so distracted that she overlooked the suicide of the former queen Helena, which gathered a large mob of those wanting vengeance and justice for the deaths of their former queen and and her eldest son Jaeherys.
He declared that all dragons (not just the ones being controlled by Queen Rhaenyra) were dangerous and violent monsters that needed to be killed, before they turned on them all and reduced the world to ash. Pointing in the direction of the Dragon Pit, he declared that Kings Landing had become overrun by Dragons and that they should storm the sanctity and "destroy them all".
His preaching led to the destruction of the Dragons Pit's ceiling and the deaths of Four Dragons, including Queen Helena's old mount Dreamfyre, as well as numerous residents of Kings Landing who set upon the creatures during the dead of night.

Recounting the tale from "A Dance of Dragons; A True Telling", Viserys remembered with bitter fury about the Shepherds part in the destruction of his family and the loss of his birthright, snapping that he was an "Old fool".
