Having caught a Pikachu at some point during his life, Lt Surge used a Thunder Stone to evolve it into his Raichu, raising it to become his best Pokemon in his Electric Party.Raichu was used during many battles, helping their owner's task of helping to check the strength and talents of would be challengers to the Elite Four.
"File Two: Cubone"
Lt. Surge used Raichu in his battle against Red, putting up a decent fight against the young trainer. However it was not enough to beat the growing novice, ending up losing. They stood by and watched as Lt. Surge handed over the Thunder Badge to the winner of the fight.
