A citizen of Bludhaven, Thaddeus Ryerstad was a criminal wanted by the Bludhaven City Police Department (B.C.P.D) for unknown crimes against his city.Ryerstad made himself a costume, wearing a mask to intimidate those he went up against, as well as to conceal his identity. However he was eventually unmasked and his identity was made known to the general public.
Despite this, Ryerstad had managed to avoid arrest, not only from the B.C.P.D, but also the masked vigilante Nightwing.

During her mission to free Poison Ivy and bring her back to Gotham for the Scarecrow, Harley Quinn raided the Bludhaven Police Department and made her way through the facility, searching for access to the basement where Ivy was being kept.
As she searched the office for any clues of how to rescue her friend, Harley came across one of Ryerstad's wanted posters, pinned up on the police staffing board.
