A scientist responsible for the creation of the Red Tornadoes, Doctor Thomas Oscar Morrow was contracted by the Japanese government to produce an army of androids that could be used to protect Japan during a time of uncertainty and war. Using his intellect in the field of robotics, he programmed them to fulfil one specific task - to ensure the safety of the nation by any means necessary.Operating out of a laboratory in Tokyo, Thomas began working on another unit of the Tornadoes, however died before he could complete the project.

In search of a way to protect the world from her father and the Hive Council's satellite, Traci Thirteen used her magic powers to transport her to the embodiment of "the Hermit" tarot card, only to come across his skeleton propped up in a wheelchair.
