A Gotham based costumed criminal, Scarecrow was an enemy of the Batman and yet another member of his Rogue's Gallery.There were conflicting rumours that they had been sentenced to death row in the Queen's Row Penitentiary, with a criminal wearing a costume with a striking resemblance to their moniker aiding the criminal Heat Wave in his prison riot. What happened to him was not revealed - possibly being the same person, who escaped from the wreckage in the chaos and returned to Gotham from the crash-site in Detroit.
After going up against his nemesis, Thomas Wayne killed Scarecrow, ensuring that the city would be safer knowing that he would never be able to hurt them again.
