An unnamed criminal, Scarecrow was arrested by the authorities and sentenced to death row aboard the Queen's Row Penitentiary.If rumour were to be believed, they were in fact one of the Batman's enemies, responsible for bringing much fear and chaos to Gotham.
"Streets of Fire"
Taking advantage of the prison riot started by the Mick Rory (Heat Wave), Scarecrow joined him and several others in the bridge of the airship.
It is unclear what happened to them after the ship crashed, whether they died in the crash or was taken back to the prison alive was never revealed to the public by the prison staff.
